Pursuant to Article 10 of the Rulebook on the Initiation and Implementation of Internationally Funded Projects, number 08-02-3638/2013 dated September 24th 2013, the High Judicial and Prosecutorial Council (HJPC) announces the vacancy for project staff positions in the High Judicial and Prosecutorial Council of Bosnia and Herzegovina EU’s Pre-Accession Assistance Project “Building an Effective and Citizen-friendly Judiciary” (IPA 2017)
Senior International Legal Expert

Length of contract: the post is foreseen until 31 August 2021, with a possibility of an extension

Terms of Reference:
- Provide strategic advice to the HJPC President, Vice-Presidents and all other Council members, the Director/Deputy Director of the HJPC Secretariat in the execution of their tasks pertaining to the EU integration process of Bosnia and Herzegovina in the rule of law area, including alignment with EU standards and best practices in EU Member States, also by participating in the sessions of the Council and other relevant bodies (commissions, working groups) in order to actively provide expert advice on EU-related matters;
- Provide technical advice to the Secretariat within the HJPC in drafting policies and strategies in line with EU standards and best practices in EU Member States, and any necessary support measures within the framework of the IPA Direct Grant Project;
- Provide strategic advice and expert opinions on the preparation and implementation of EU-funded assistance projects related to the judiciary;
- Closely cooperate with the EU Delegation/EU Special Representative with the aim to ensuring that the activities of the HJPC contribute to the EU integration process of Bosnia and Herzegovina in the rule of law area;
- Closely cooperate with the EU Delegation/EU Special Representative as regards donor coordination and strengthening the capacity of the HJPC in donor coordination;
- Closely liaise with the EU Delegation/EU Special Representative and seek their guidance as regards issues related to policy coordination;
- Act as an interface between the HJPC and the EU Delegation/EU Special Representative for all activities requiring close coordination between the two, including but not limited to conferences, TAIEX seminars, TAIEX peer-to-peer reviews, donors meetings, etc. and their follow-up;
- Provide analytical inputs to EU Delegation/EU Special Representative and the European Commission's services on the above issues.
The Senior International Legal Expert shall fulfil the following requirements:
Mandatory requirements:
- Law Degree;
- Previous experience of at least 10 years working in a domestic judicial environment or international organisation active in the rule of law area;
- Expert knowledge of the EU integration process, particularly of accession requirements in the rule of law area;
- Proven analytical and drafting skills;
- High level of ethical standards;
- Advanced verbal and written expression skills in English;
- Good communication skills;
- Experience of multicultural environments.
Advantages:
- Knowledge of the BiH judicial system including of the HJPC and its jurisdiction;
- Previous experience in working on the judiciary in the Western Balkans;
- Previous experience in providing technical assistance in the rule of law area;
- Advanced university degree.
